I cannot comment as to whether he provides quest completion services anymore... That being said, Joeyblue completed a number of quests for me back in the day.

He did so in a very quick manner and was a pleasure to deal with. I recommend him highly!

His in-game names are joeyblue and he is also a mod. Mod Joey.
