Can accounts that have been inactive for a total of 365 days be removed from the game?

There are accounts currently holding popular names and don't even play.

-1 unless they're level 3s with no items on them.

And even then I'd say 2 yrs b4 they're removed.

2 years and the forum account has to be inactive not just the in game account sounds fair to me.
