The other ban appeal you're referring to was a different case, that person was trying to RWT items and those items were wiped along with his entire bank as the condition of him getting unbanned on just one character.

The reason your characters were banned is because you were caught trying to sell characters themselves. Since stats are the thing being sold with character RWT, the only way they can be unbanned is if they are bank wiped and stat wiped.
