Only safezones are banks and lumby. At most 10lvls difference in combat. Or havr different areas have different ranges. Right outside bank 1lvl inside city 3lvls edge of a city 5lvls anywhere else 10lvls. Have an award (mostly just the bragging rights) for most kills that day.
The skillers just wont login or play on that day, and we will have a massive map unable to find each other to pk, it's hard enough to find people in the wild now. If people want to PK they would be in the wild not edge sitting.

All you would have to do is make it a world event, with simple go-to tasks and quests, exploring the gameworld, and sprinkle a few world drops across the map
Skillers would login for that, and possibly even band together in small packs
And pkers would enjoy crushing their hopes and dreams
