I see people walking around with a red pk skull , what does it mean?

ill answer since everyone else is avoiding. if your in a party in a hotspot. you get a red skull. any other red skull can attack you.

if you have a red skull (gained from holding territory (fort) or a party holding hotspot. any red skull, regardless of level difference can attack you.
