To start the quest, talk to @yel@Reldo@whi@, in the Varrock Library at the north end of the palace. Tell him that you're looking for a quest and he will refer you to a book about the "Shield of Arrav." Search the @cya@bookcase@whi@ in the north-west corner of the room to obtain a @lre@book@whi@. Read it, and then speak again to @yel@Reldo@whi@. He'll tell you to speak to @yel@Baraek@whi@ the fur trader to learn more about the Phoenix Gang. You now have the option of joining two gangs: the Phoenix Gang or the Black Arm Gang. Make sure your partner joins the opposite gang.

Go and talk to @yel@Baraek@whi@ in the Varrock Square. Ask him about the Phoenix Gang, and he says that for more information, you must pay 20 @lre@coins@whi@. After you pay him, you find out that the base is in the city, east of the south gate of Varrock, and that they are operating under the name of "VTAM Corporation."

Look for a small room that has a lone @cya@ladder@whi@ leading underground. Go down the @cya@ladder@whi@ and you'll be in a hallway with a @yel@Man@whi@. Talk to the man who you'll learn is named Straven, tell him that you "know" who they are and then say you you would like to join the gang. You will have to prove yourself to join the gang, so he tells you to kill @yel@Jonny the Beard@whi@ in the Blue Moon Inn beside Varrock's southern entrance.

Go to the Blue Moon Inn and kill @yel@Jonny the Beard@whi@. He will drop a scroll, an @lre@intelligence report@whi@, upon his death; take it and go back to the @yel@man@whi@ in the hideout. The @yel@man@whi@ will be so pleased that he will give you @lre@a key@whi@ to the Phoenix Gang's weapons cache and permit you to enter their hideout. Enter the hideout and then enter the room in the south-east corner. Open the chest and then search it to obtain the left half of the @lre@Broken Shield@whi@. See the finale section on how to finish the quest.

@cya@Option B - Join Black Arm Gang:@whi@
After reading the book, talk to the @yel@Tramp@whi@ near Varrock's southern gate. Ask him what is down that alleyway and he will tell you that it's the headquarters f the Black Arm Gang. Ask if you can join, and he will tell you to talk to a woman named @yel@Katrine@whi@. Walk down the alley and enter the building. Talk to @yel@Katrine@whi@ about the Black Arm Gang, and ask to join. She will want you to steal two @lre@Phoenix Crossbows@whi@ from the rival Phoenix Gang that she plans on using to frame somebody for murder. They are located in the Phoenix Gang's weapon stash around the east end of Varrock.

You will now need somebody who joined the Phoenix Gang to help you out. Go east from the Black Arm Gang hideout until you see a small room with a ladder leading to a second floor. When you try to open the door, it will be locked. You will have to trade with a player who joined the Phoenix Gang and get their @lre@key@whi@. Once you have the @lre@key@whi@, use it on the @cya@door@whi@ and go up the @cya@ladder@whi@.

The two @cya@phoenix crossbows@whi@ are in this room, but if you steal them, the @yel@Weaponsmaster@whi@ (level-25) will attack you. You must kill him, so if you are a low level you will need @lre@food@whi@ and/or @lre@armour@whi@. Once he is dead, take the two @lre@Phoenix Crossbows@whi@ back to @yel@Katrine@whi@, who will make you a member of the Black Arm Gang.

Now go upstairs and search the @cya@cupboard@whi@ to find the right half of the @lre@Broken Shield@whi@.

You must now find your partner with the other half of the @lre@Broken Shield@whi@. (Alternatively, you could buy the half from the player market.) You or the other player will have to trade and one of you will have both halves. The two of you must then go to the Varrock Museum east of the palace, talk to the @yel@Curator@whi@, and he'll take the shield and give you/your partner two @lre@certificates@whi@. Give one of the certificates to your partner. Now head to the @yel@King@whi@ in the Varrock Palace, talk to him, and you will earn your reward, completing the quest.
