One small correction, in RSC, Kangai Mau is actually in the Shrimp and Parrot restaurant, not the dead man's chest bar.

Oh, is he not actually there prior to that?  Wiki just states "If the player inquires about his boat before this stage of the quest he will tell them that the ship is not yet seaworthy."

Added a mention of needing to have started dragonslayer (needing 32QP)

Hard- Hurrah Moreover Kit ==== Horvik The Armourer (Varrock) I have this one but it says medium and it says I should bring my clue before talking to him.. I guess they changed this after the update to medium because it doesn't work for me now. If I knew how to post a picture of it I would do that for you.
