Gnome pickpocketing?

I was theiving gnomes earlier with the idea that they give gold ores. According to RSC Wiki, gnomes in fact give gold ores earth runes swamp toads and worms I believe.  All I have ever seen is raw gp and swamp toads. Is there a reason why their full theiving droptables were never fully implemented?

This strikes me as more of a replication oversight than anything done intentionally. I can add gold ores to the drop tables but I would want to make it very rare.
