Is it the client, or the launcher?

First try deleting your cache. "C:\Users\yourcomputerloginname\.rscrevolution"
If you delete that folder, it could solve your issue.

launcher opens but client is stuck on a black screen and does nothing, have deleted cache and still doesn't work

This sounds an awful lot like a DNS or firewall issue. Make sure you add us as an excpetion to your firewall list, also try using OpenDNS for your DNS servers.
